What if Sasuke did not goto Orochimaru and stayed at the leaf?
Would Sasuke acquire power to kill Itachi if he stayed at the leaf?
Would he be at the same level as current Sasuke?

True, but there was a part where Naruto had said, "How can I become Hokage if I can't save one friend?" So, almost all of his training was to get stronger to save Sasuke 'from himself'. If he never saves him then he wouldn't ever want to become Hokage until he does.
