when the rest of the characters progress and your older techniques pale in comparison, you weren't nerved, your techniques are outdated.

example: old cell phones aren't nerved, the newer ones are just better.

also, losing this insignificant power couldn't even be considered a power down (the correct terminology), because it was immediately replaced by mangekyo sharingan. also, there is nothing that hints that sarada could control sage chakra, since every person is different, and it depends on the chemistry of the body, not the skill or power.

It's a sealing jutsu that grant's the user increased chakra and physical capabilities. The seal can also have another seal placed around it or can be completely removed. It is also classified as both a sealing and forbidden jutsu. Basically with out the seal you get no powers unless from Juugo's clan.
