Naruto isnt strongest in the series. Kaguya, Hagoromo and Hamura are more stronger than him.

By the way, Naruto wouldn't be able to deactivate the Sharingan, so when not in battle or training, would he spend any other time having both eyes covered?

There would be no manga! Sasuke is too dull of a character.

But if you mean by all attributes like trading the body and eyes and all the people and problem that come with it. Then i'd say Sasuke because Naruto stomps him right now with the traits they have. The Manga is called Naruto not Sasuke, so their names change and their story lines.

The main character is always stronger than anyone he is opposite to no matter what the creator says because the creator shows us who is superior through his work not through his speeches to the fans.

To view this indepth, fully swapped? Sasuke, being really similar to Naruto (before the massacre), would have behaved himself in the exact same way, same for Naruto. They would exactly be their canon selves, but swapped. Naruto, however, being a non talented ninja would not share the popularity of canon Sasuke, while the other version of the latter would be more likeable due to his genius personality. Things would progress the same, Oro and all that, CM Naruto etc (with slight changes of course). Kakashi would train Naruto, rendering him a weaker version of CE Sasuke (not much can be helped, Naruto has a very uncommon Wind affinity thus if Kakashi trained they would focus more on Taijutsu etc, doubt he would have teached him Rasengan), while Jiraiya would have met Sasuke and probably trained him in Katons and the Rasengan (not needing to learn the basis like canon Naruto at the beginning), along Kuchiyose. Bla bla, Naruto wants more power etc. Due to plot Sasuke would have lost at VOTE and bam, timeskip. Might expand on this tomorrow.
