I think that yes. Konoha would be a dangerous village where many peoples can be kidnaped for experiment .

And I Think also that Danzo would enjoy of this situation to be the savior so that take the power.

It's certainly for this reason that Danzo has supported Orochimaru for the Hokage post.

What kind of hokage Orochimaru would be depends on how he got the position. Let's say if Orochimaru was successful during the Konoha invasion arc in taking over Konoha and claimed position of Hokage, he would run a dictatorship like you said. He would focus a majority of Konoha's man power, military, and intelligence into finding the key immortal. Going as far as taking custody of villagers who peek Orochimaru's interest.

Now let's say if Orochimaru was elected into the position of hokage sometime after Naruto's reign as Hokage, he would be much more docile of a leader. He'd still probably hold interests of finding immortality, and do experiments and kidnapping on the side, but he would hold his position of hokage as priority seeing how much he's changed after the ninja war. And being one of the legendary sannin, Orochimaru has a lot of combat experience, and general knowledge of the ninja world giving him a good base as a leader. So Konoha wouldn't go to complete shit.

Here's some things that I could imagine happening in Konoha with Orochimaru at the helm:

1.The introduction of a eugenics program

In order to create desirable shinobi traits, Oro would introduce a eugenics program which would require top class shinobi to breed with one another, especially top class shinobi from noble clans. Karin would be forced to make babies with Uchiha males in order to create an Uzumaki/Uchiha hybrid.

2. Military expansion and aggressive an foreign policy

Oro would start trouble with the other nations. I could imagine him poaching young, talented shinobi from other nations and naturalizing them as Konoha Shinobi, as well as kidnapping rare shinobi with bloodline limits from other villages for the purpose of research.

I think he meant if Oro replaces the 4th, as he was a candidate at the time.
