When do you mean for obito to become hokage? after the war or for him to never go off with Madara and come back to the village?
If its the latter than without Madaras training and such I dont know if he would be able to become hokage.
If you mean after the war i dont think he would have been accepted as hokage even with Naruto's encouragement of him being the coolest guy.
