IIRC Jirayia only mentioned wind because it was the next step for Naruto to learn the rasengan.

i.e. Naruto first needed to learn how to mold water into rasengan shape then he had to learn to mold air or wind into rasengan and the last step was to use actual chakra.

Fire no don't would burn the user (unless it was in the form of Resen-Surikin ...) and earth -- that is hard too imagine ... Then water... Seems a bit hard too keep from falling to the ground...? xd
