Well, technically, right now he is holding back. He is buying time for Kurama to gather up some more chakra for the finale. If Naruto was in KM/BM right now Neji would definitely not have died.

When Jiraiya coined the term "That Jutsu" it was just after Naruto came back from the three year time skip. What was he doing during that time? Training how to control the Kyuubi's Chakra. Minato left the key to the Kyuubi's seal so that one day Naruto could take control of it. Jiraiya knew this and intentionally loosened the seal in training attempting to teach Naruto "That Jutsu". But it was unsuccessful, dangerous and uncontrollable. So Jiraiya warned Naruto not to use it. When Naruto was summoned to to frog mountain to hear the prophecy and sign the seal, the Sealing Scroll Frog said, "this is the key for you to learn "That Jutsu". Naruto signed it an went off to train with Killer-Bee. Thus successfully completing "That Jutsu" however It wasn't perfect cause Kurama was still resisting. Now that they are friends "That Jutsu" is continuously being refined and more powerful.

The reason why i believe that he's holding back is because he knows how to decieve and he's capable of suprising people by pulling a trick from under his sleeve and even though this sounds stupid but i believe that if naruto wanted to he could have gone all out from the start but he didn't and seeing as he saw what madara was capable of when madara was summoned to division 4's battlefield eg summoning meteors,susano'o,mokuton he knows that madara is a formidable opponent and that unlike past opponents madara is in a league of his own and so when madara turned up on naruto's battlefield naruto knew he couldn't just go all out cause he doesn't know the full extent of madara's powers plus he knows that he defeated the 5 kage so with this i've come to the conclusion that this whole time especially when madara arrived on his battlefield naruto has been using the battle to figure out more of madara's and obitos abilities and will use this knowledge to come up with a plan to defeat obito and madara and possibly the jubi just like he did when he turned up to fight kakuzu in the immortal akatsuki arc cause if you remember when naruto arrived to fight kakuzu he seemed calm unlike previous times when he would normaly charge at his opponent and use 9 tails power etc and instead of going all out he used his shadow clones to fight kakuzu while he watched so he can get some idea of how he fights then went for the kill by using rasenshuriken.

That's why his arm is dislocated and he barely got out of the way of Mokuton, right? Naruto cannot defeat Obito or Madara right now. They will stop the 10 tails somehow and then retreat. Madara in his current form is way too much for Naruto.

i'm just wondering cause well the knuckle head is unpredictable for example when naruto stole that scroll back in part1 and learnt multi shadow clone jutsu what if he learnt all the jutsu in that scroll and hasn't said shit cause he's been saving it for a worthy opponent/opponents like either obito,madara or sasuke cause well the reason i say this is because he obviously has some powerful jutsu or sealing tec up his sleeves why jiraiya and others have been concerned about naruto using THAT JUTSU but the question is what is it and why hasn't he used it yet.

Naruto stole the scroll just for passing out the examination. He himself said it took so much time just to master one jutsu. He wasn't getting any time for learning other jutsus.

Most important, at that time he was not knowing about the villains like Obito, Madara, Akatsuki members and the main Sasuke.
He faced terrible situations in part 1 as well as part 2, then why do you think he was not using those "so called jutsus from that scroll" that time. He was also unaware of the Fourth Great Ninja War.

Naruto is a knuckle head who takes a long time to learn jutsus (if shadow clones are not used). Then how will he use the sealing jutsus all of a sudden during the war.

Whenever Kishi decides to upgrade a certain jutsu, he gives us a hint (Like how Naruto tried the Rasen Shuriken once again at Myoboku so that he can use it while fighting Pain).
Kishi never brings out any epic technique directly on the battle. (except the techniques of shinobis from other villages and the experienced shinobis of the 5 great nations).
Kishi always gives the incomplete versions of the techniques to shinobis of young generation to start with. (Like Naruto's first shadow clone technique, Sasuke's fireball jutsu, Shikamaru's shadow paralysis, Choji's expansion jutsu, Shino's bugs, Kiba's Gatsuuga, Gaara's sand techniques, Kankuro's puppet master etc)

Conclusion : Naruto's pockets are empty. Naruto don't have anything up his sleeves otherwise Neji could be saved. And lots of shinobis' lives could be saved.

Naruto holding back makes him look like a total *******. Emotionally based power up might be possible, but I'm guessing he will stick to the script Shikaku wrote. Though I can't see their plan stopping the 10 tails this easily.
