Tobis indentity is the black zetsu if u notice everytime the black zetsu appeared tobi was never there and in one chapter the black zetsu tells the white one your not the fighting type thats why the black zetsu is tobi undercover thats ehy he only had half his face with a sharigan cause the other half was the white zesty, there now u know who tobi is

I think that they are going to fight, but just before naruto finishes him off he gives one last ditch effort to convince sasuke to change his ways. After a little deliberation he does in fact come back to the good side and helps Naruto fight Tobi, Edo Madara or Kabuto.
