I apologize on the late reply. Hypothetically, since Satan wouldn't attend to the Cell Games, depending on the circumstance, I'm thinking Krillin would approach Android 16 since he was there for him before 18 was absorbed. The events would still be similar in my opinion.

Now that I think about it, all the other Z-Fighters were occupied. If Akira wants to, he could possibly get Krillin sent across next to 16 by chance, and if the Cell Jr. thinks he is not conscious, then Krillin will be able to throw 16. However, if not, then Gohan would need a different emotional trigger to transform.

I agree with the video. I think it would have taken Goku dying to make Gohan transform. He was already weakened by fighting Cell and needed to be protected during the fight.
