What if Madara (before he died, so when he was old) revived Izuna through rinne tensei, and had him transplant Madara's rinnegan into someone and force him (through genjutsu or maybe convince him or whatever) to revive Madara again. He could implant Izuna with some senju dna and they would both have rinnegan's and could easily do all that akatsuki work by themselves (just wear a mask and people wont know how serious the threat is).
