Not his style.
He did not like people behind his back (Hashimara)
and people to control him (Kabuto edo tensei)
To copy another ninja jutsu FTG, useless jutsu to him.
Instead Madara himself had many other jutsu, such as puppet jutsu ...
But he may not able to copy & use this jutsu, as those jounin said they cannot perform this jutsu, individual.
FTG required knowledge about seals.
Although the original created was the 2nd Hokage,
Minato enhanced it because his wife was Uzumaki clan that were famous for seals.
The 2nd Hokage knowledge could be from Mito, his elder brother's wife of Uzumaki clan.
Somehow, Hashimara was also unable to use this jutsu.

Now Naruto had a Byakugan wife who could also able to enhance this jutsu...
