and followed the path that garp wanted him to follow?
i think he'd still meet shanks and eat the fruit but then after Ace goes pirating, he decides he doesnt want to be in ace's shadow and becomes a marine. from there, i think nami is either never freed or dead by arlong. chopper never gets off his island. zoro gets executed by helmeppo. coby eventually escapes alvida. hody jones takes over fishman island and kills shirohoshi. since luffy would advance pretty quickly due to garps training he may get commissioned as an officer when hes around 16 in east blue, possibly captain to replace morgan. then he would have to fight those pirates that he was going to as a pirate. the higher ups would call for a battle with don krieg's fleet so krieg would be defeated. luffy would have been among the marines who came to get arlong and would probably knock the shit out of the one marine that got bribed by arlong. so maybe he'd get demoted to seaman recruit for that but would have the power of a captain. with nami freed i think he may convince her to become a marine as well.
sanji never gets off of baratie, but may eventually leave and go to the grand line on his own. brook never leaves and is eventually just killed off by moria. after some time passes luffy is promoted up to commodore, and gets commissioned to grand line, possibly for the marineford war. assuming he's found friends among the marines then he will definitely stay loyal to them. i mean just because blackbeards a pirate boss doesnt mean luffy's gonna give up on being a pirate, right? he may end up fighting akainu for the title of fleet admiral. crocodile would destroy alabasta and kills robin when hes done with her. enel destroys skypiea. luffy wouldnt trust shichibukais but would work with them to fight the yonkous and supernovas. CP9 is never beaten and they get the plans off of franky (likely for pluton). several people would never get off their asses and help out, such as rayleigh and ivankov. with jinbei still in prison, nothing is stopping hody from destroying everything in fishman island and launching a surface invasion.
so when luffy or another marine captures ace or marco or whoever, whitebeard declares war and it becomes
vice admiral luffy, garp, commodore smoker (maybe vice admiral because he probably got denied a promotion due to letting luffy go in alabasta), admirals, and shichibukai including croc
vs
whitebeard pirates. whitebeard gets demolished.
the guys that luffy broke out of impel down likely would join teach's crew instead apart from jinbei. teach shows up and finishes WB.
as for abilities i think he would learn all the rokushiki moves so tekkai and the rest. he'd still develop gear 2. he'd still learn haki but from a different source (garp). by the timeskip i think he'd be in the admiral slot working under aokiiji (i believe that akainu would instead be fighting both ao and luffy on punk hazard).
