The reason why I'm stating this is because of fanmade manga called Dragon Ball New Hope. In this story arc they made Krillen asked Bulma to turn him into an android. Bulma originally said no, but Krillen eventually convinces her to do so. Keep in mind that this is a fanmade manga.
Here's my opinion. If Krillen did become an android he should be stronger than 17 & 18 assuming that they were regular humans prior, but not Cell, current Goku, current Gohan, current Piccolo, current Vegeta, etc. What do you think?
