In part 2, that's debatable. Sakura developed pretty nicely during part 2. Overall tho, hinata is a way better character than sakura imo

So if kishi did the same thing in this hypotetical reality it would have been the same, the only difference is that he would have gave to hinata some healing feats because of the team optimisation.
