What if Hashirama was never resurrecred?

I mean, yeah no history for Sasuke but Tobirama has deep knowledge too. He had bound Juubi with gates and red barrier, but I think 3 hokage + SA could handle Juubi as well, it would just be more difficult though. Hashi did not help fight Obito-Jin because of Madara, which means without him Madara would have to either join SA or Juubito. Most importantly no 15 minute plan, no Sage Mode for Madara now.
