Haku couldn't learn SM, or at least there is no reason to believe he could have. Only chakra monsters could theoretically have a good chance of mastering it and that's why it was perfect for Naruto. Haku would still be very strong, like elite jonin/ anbu strength as an adult, but that's about all.
