Luffy would have become A better martial artist and learned all rokuahiki by the time he left to be a pirate, but no, no haki. Teaching haki took a genius like rayleigh 2 years(or 1 year and 3 months to be exact) I don't think garp would have covered that much in just 3 years(grap actually rarely came to check on luffy ), I mean maybe but I personally doubt it since mastering rokushiki requires great time and dedication(sky walk and g2 speed not included, they're different techs based on the same concept)

Honestly there really isn't that much evidence other than words exchanged that garp lives up to his hype. I can't recall seeing him in any fights. Correct me if I'm wrong

So your telling me the man who denied the position of admiral was not capable of teaching haki to luffy from the age of seven until he was seventeen a ten year period even after seeing him get flabby little coby into a marine not sure what position though but we all know luffy's potential exceeds coby

as I said, grap never actually lived with luffy, it'd dadan and makino who always used to be with him and thus all those in all those years, garp only visited luffy rarely, there's only one case which would allow luffy to learn everything under garp and that is to be a marine, which is not happening seeing as how luffy was obsessed with being a pirate
