No, it would have led to an arc where Naruto eventually TnJ'd Danzou into changing his ways. In other words, Danzou would become important to Naruto's development rather than Sasuke's.

Honestly, this would have been more interesting than having Danzou simply die by Sasuke's hand. Unfortunately, Kishi rushed Danzou's character to a conclusion so that he could hurry to his War Arc.

Would it be strict? ABSOLUTELY, too the point of dictatorship even but it would've been more secure then it was with Tsunade or even Minato. Good question though.
