Oh hell yeah, Sasuke is the final opponent. The entire story, from the very beginning of their rivalry, it was implied the two of them would end up infront of eachother.
Their first fight at the Vally was only a foreshadowing of he final chapters.

The only way he wouldn't, is if Sasuke has a feeling of remorse, regret, or compassion towards Naruto.
Also, there hasn't been any indication of him feeling sorry for his actions so far.
Which leads me to indicate he is still on the warpath.
