Honestly. I believe Hiruzen possesses all of Konohagakures inhabitant's techniques; aside from Kekkei Genkai, and Clan Techniques. He after all was the Professor, and what do professors do? They Study, they learn, and they use their new-found knowledge, and utilize it.

I disagree to an extent on the making variations of his own. Eg; The Aburame Clan. The insects were a Hidden Technique.

-sui'ton: suijinheki
-fire enhanced, cloned shurikens

Neutralizer jutsu alone can defeat all of konohas jutsu. Except for Narutos notorious talk no jutsu. As well as Sasukes plot no jutsu.

He can't obtain Inuzuka's strong senting ability,cause it's not a jutsu,their nose receptors are just super advanced,it's natural,you can aquire that
