he's been a lot stronger than jounin level since the beginning of the series. tsunade noted that his medical abilities surpassed hers during her prime as well as kakashi who stated how powerful he was.

In part 1 he was on Kakashi's level. This is what Orochimaru said. So yeah he was strong but probably just high jonin strong, not anything like he was with DSM. Base Kabuto can't make that huge of an impact
