What happened to the small villages during the war?

At the Allied Shinobi Forces there's only ninja from the 5 great countries and the Land of Fire.
But I wonder where's Amegakure, Kusagakure, Otogakure, Takigakure, etc. ninja.

Maybe they were too afraid of going to war?
