Anyone can use it really. It's just more effective with byakugan's insight. In general Byakugan is the weakest doujutsu.

I mean sure they can target Chakra if they awaken the Byakugan, but you need skill to actually land good hits. Compare Hinata using Jyuuken against Neji in contrast to War Arc Hinata who finally learned 64 palms.




I don't think it offers the same level as a 3Tomoe.




Imo:

Average Byakugan user > Average 2 Tomoe Sharingan User

Average Third Tomoe Sharingan User > Average Byakugan User

Their chakra was never weak, it's just as strong as Hagoromo's descendants because they come from Kaguya's lineage. The only reason it seems weak is because Kishi nerfed them by not making them display ninjutsu feats.

This. They like other clans have been nerfed and looked over. Imagine them incorporating their Natural Affinity with their gentle fist style.
