What happened to Obito/Madara's moon eye plan

(So this is my first thread in Narutobase. Having read many I decided to post one of my own.)

My problem right now with the manga is why Madara or Obito are not using infinite tsukuyomi on the moon and putting everyone under a genjutsu? When Obito first released the Juubi everyone was trying to stop him cuz he said all he had to do was use the power of the ten tail jinchuuriki to cast a genjustsu off the moon and put everyone into a false world of peace. Now that Obito is the jincuuriki of the juubi, having merged together, why doesn't he cast a genjutsu to stop everyone and continue his plan?

What do you guys think about it? Maybe someone has a good idea for why plan tsuki no me is stopped.

Because the SA would get in the way. They need to eliminate the possible Risk of their Plan failing.

I'm guessing he intends to take out Tobirama and Minato before casting the Jutsu because with them there, there is no way he could cast it without being intercepted.
