Well, the only ones who have shown the use of TSB are the Juubi jinchuuriki's and Naruto ( who had all 9 bijuu chakra )

So my guess is You need a sizeable amount of the Bijuu's chakra to activate TSB. But since Naruto only now has a minute amount of the other 8 chakra's ( only enough for him to be the meeting place ) he can't use it anymore.

The title itself made me think "DF?" but I know what you're talking about though. Since Naruto lost his Sage forearm, he lost access to that part of the Sage of Six Paths. He only has remnants of the Bijuu and a full Kurama to get access to the Sage-Bijuu Mode.
