Kiba (with new jutsu) vs. Suigetsu
I'll just guess how the fight might be, based on their abilities.
They both have animal-like traits like: Kiba's eyes and fangs, Suigetsu's sharp shark-like teeth
Kiba's fast spinning Jutsus vs. Suigetsu's water element Jutsus: Kiba might be able to go through Suigetsu's water attacks, but also Suigetsu can liquefy himself making attacks not work or do little damage. So it could be a tactical fight.
Suigetsu has the Giant Water Beast (although maybe he can only use it on the water), and Kiba has the Two Headed Dog jutsu.
Suigetsu has the big sword, but Kiba is probably faster.
So neither would have the advantage over the other in this battle, but they would have to have good strategies to win.
