Being the main characters dad. He kind of represents the pinnacle of Luffy's strength or damn near close. Having people like Kuma and Sabo as subordinates also speaks volumes of his strength

Not to mention being able to bring down lightning and changing the atmosphere of an whole island by simply appearing. And not to mention his foreshadowed strong Kings Haki

Dragon does Dragon breath and destroys an island just as casually as how Sabo destroyed the arena.

Yeah,Haki can do that as with COA user make changes in surrounding.So causing wind can be possible

Being a master of Melee, Master of Haki, and Master of his Df but not OVERLY dependent on it. Being a master of a DF without needing to soley rely on its power for combat is one of the rarest things in OP.
