What exactly was Hamura's Celestial Decree?

Accoring to the last, Hamura gave a celestial decree to his decendants. The branch family apparently misinterpreted it as "Kill humans if they use chakra for evil" Which begs the questions; How do we know it was the branch family misinterpreting it without hearing it strait from Hamura, How could the branch family and the main family have interpreted it so differently, What was the Main familys interpretation, and What the hell was this decree in the first place that could be interpreted so badly?

Someone might have altered the decree as it was passed down. It was millenia before Naruto's time, so things could have changed. Though, I still don't know how it was changed so drastically from what it was originally without any suspicion from Toneri himself.

It may have been something along the lines of:

"Defeat/kill any humans that use chakra for ill purposes/intent."
