What exactly is special about kara inners

Do we know what's the qualification yet to be an inner I still dont see what's special about them other than victors business usefulness and what do the rest uniquely bring to the table that's not from the help of amado.

Maybe the anime will flesh them out because for now it seems kara inners are a group of random scrubs powered by amado. Unlike akatsuki members they are noteworthy ninjas still dont see what's special about them that isshiki and amado would bring them inside the fold for.

I could see amado purposefully picking weak people to join to hurt isshiki more than anything.

Well I wouldn't call them scrubs. The Boro and Delta fight showed that they do possess some fighting ability and instincts outside of the modifications made by Amado. Koji is Jiraiya so he's not a scrub. I would say that they would be at least jounin level without the shinobiware.
It seems that Ishiki needs them to perform some sort of ritual. My guess is that he wants to create an existence superior to Otsutsuki by transforming the kara inner into Otsutsuki and fusing with the Juubi.
