Every main villain has a decent agenda, whether selfish or not.

Kaguya:Wanted all chakra to stop all wars and invented IT to create eternal peace but at the same time raise an army to fight a bigger threat. Her desire to bring peace and stop war is a catalyst.

BZ:Resurrect Kaguya to accomplish her goal. Kaguya's will, niff said.

Madara:To bring eternal peace to a war-torn world of sorrow and suffering. The loss of all his brothers seems to be the root of this.

Nagato:Bring peace through endless destruction that would lead to momentary peace until war is fought again, so everyone could know what pain is like so they'd stop going to war and be at peace, it's kind of like chastising/revenge type of peace, his life story is the motivation and his promise to Konan and yahiko.

Obito: The death of his friend and seemingly betrayal by another friend and just his experience with the cruelty of the world caused him to descend into despair and follow suite in Madara's plans as IT would be a way to bring peace and bring his friend back, even if only illusion.

Orochimaru: Wanted to be an immortal who could master all ninjutsu, after seeing Tsunade's lover Dan die and her brother, and seeing most people die he became despotic and feared and abhorred human fragility of death. So he strived to achieve immortality.

But what is Shin's motivation? Because there is peace he wants to disturb that peace because war is necessary fir human evolution? When that evolution alone is based upon pure survival tactics and instinct. At least most other major villains wanted to achieve the peace of today but shin is going against that. Shin seems to have a twisted ideology of nagato's version of peace. I'm not sure if his motivation is plausible but that may just be me.

He thinks he's strengthening humanity by bringing them to war as he believes peace makes humans weak. The weak die in war, meaning survival of the fittest which ensures evolution. He's also an Akatsuki sympathizer.

What's stupid to me is that everything humans do is to live life comfortably. Nature is random and to keep fighting each other can mean worse odds for the survival of humans.

Being in Orochimaru's lab he was desensitized to human bonds so when he got out and saw peace he felt uncomfortable and wanted to creat chaos because being an experiment possibly tortured that's when he feels right at home~ His excuse, as far as clone shins are concerned he seem to be being like Zabuza. I think he's just crying for help by all this and when he gets defeated someone will probably talk some sense into him. That's my best guess for now but I think we we'll know better once his back story is reveled.

I'm not sure because the gaiden is suppose to be over shortly some people say and on the other hand there's a movie with a new villian that probably has nothing to do with Shin. So if Shin isn't part of the movie with the new villian then the gaiden should go longer than the chaper 700+9 & 10 given the new generation some screen time.

Not sure how well a motivation can be constructed in 10-12 chapters, but so far the obsession with genetics AND with Itachi seems like a twisted version of Orochimaru's values.

In a way, he seems like a filler villain who has an unrealistic agenda and only has a single purpose - to advance the main theme of the plot. In this case, the SasuSakuSara family dynamic.
