What exactly does the rasengan do

People always tell me it just shreds what ever it hits on contact but when naruto hit the water tower it just dented at the front and blew up the back how come kabuto and pains backs didn't blow up. So what exactly does the rasengan do.

if you think about it its the strongest direct physical attack you can experience , considering your opponent isn't defending. Its a ball of rotating chackra , when it makes contact with you , it explodes.
