What ever happened to Hamuras half of the juubi?

Since i cant seem to find a thread relating to this question I'll ask for myself. Was it ever established that hahoromo got hamuras portion (which i assume is half) of the Juubis power because all this "te new villains is/related to hamura" got me to thinkin as to how this guy can pose a threat to naruto and sasuke if hes essentially equal footed with hags or half as strong as kaguya with out some super power in his possession
