Chuunin exam arc. It's before they entered the forest when Orochimaru disguised himself as the Grass nin woman. Don't know specifically which episode. But he killed those people so they can steal their clothes or hide their corpses and imposter them.

I recently rewatched naruto (last week or so) this is from the kimimaro fight, it's a flash back of things he did together with / for oro, like killing kazekage killing those chunin people oro replaced etc.
