Suiton at Tobirama's level.

All Kisame can do is create giant volumes of water, a feat of chakra level not Suiton skill. Getting hit by Suidanha or Tenkyu would be an instant kill for most, where Dai Bakusui Shouha alone is not a Suiton that can kill you unless you can't swim. And even then, it can't kill you straight away so long as you can hold your breath.

Jutsu like Suidanha have the advantage of being able to used as a fast and effective defence too against physical attacks.

Suiton , and my favourite suiton jutsu would be Suiton Shuishouha and Suiton Suidanha.

Suiton Shuishouha is one of the most powerful Suiton attack , it's a S rank jutsu. And it can be use even in the desert.

Suiton Suidanha , because it's a stylish attack , and this attack is very effective against summoning creature , Mokuton or Doton protection.

Definitely raiton, at sasukes level. Raiton seems the most versatile to me. Attacks, clones, defense, speed. We've seen raiton used for or augment all of these
