I' m think he is talking about the so6p imo. Naruto looks a lot like the sage and the background has the tomoes(coma-thingies in the sharringan and on so6p necklace).

Well Tobi said "what" rather then "who" so we don't know what Tobi is really referring to. The next page though is interesting. He basically saying that the past present and future will become irrelevant once the moon eye plan comes into effect. This would imply that Naruto reminds him of something or someone.

I don´t think so. He saw something diferente on Naruto face and begin to feel something else. But he is arrogant and thinks there is no way to be beaten, so he ignores Naruto anyway.

imo he's concerned because he was viewing Naruto, like all other people, as simply a pawn to achieve his goals. but with naruto's words and new power, i think he's starting to view naruto as more than that, he's now a big threat. and he can't figure him out.

I agree, I believe Naruto is begining to make him nervous. Before Naruto had just obtained some of the Kyuubi's power but now he has completely merged with him. So I think he's just trying to reassure himself that he can still win.
