Then Hagoromo shared chakra among the people in the name of Ninshuu and it also got turned around........

I don't think people tried to take chakra from God tree, because the only way to do so is eating the fruit of god tree, which is supposed to grow after a large amount of time once Kaugya had eaten fruit. Except that I agree with remaining points.
OT-Kaguya was never able to return chakra when she was alive and hence she tried to do so after her death by becoming one with Juubi.

The exact connection between her and the Juubi is still somewhat unclear. Black Zetsu didn't specifically say that she is/was the Juubi or turned into it, he spoke of the Juubi being sealed and then about his mother's will being a part of the Juubi, wanting to take back the chakra she gave to her sons. Things are still pretty ambiguous...
