I don't think there is an actual answer but my best guess is this.

Gaara was Shukaku's Jin, and kept a special amount of sand in his gourd that he uses to make more and control the other sand with. This sand in the gourd is imbued with Shukaku's chakra. This would, I feel, explain the statement "a ton of old" chakra, we know Bijuu have big chakra pools and they are old beings.
