What does 'rated' mean?

I noticed that NB's top rated member is Rei from the admin. What exactly does 'rated' in this context mean ? Is it:
1. Most + repped.
2. Winner of most awards
3. Combination of the 2^^
4. Some other work someone does for the site.

Which of these is it? Or is it sth else entirely?

Its probably rep cuz who would want to be friend with someone with low rep and always gets banned
