I think he says "its okay" because in the previous panel we see Obito deflect both attacks from Sasuke & Naruto. I reckon the "its okay" means "its okay, i will take you all out of your misery soon enough??".

Followed by, naruto flashback and symbolically bringing back Shikamaru
