nope he came up with it earlier because minato and his wife had already talked about the name

Jiraiya thought of this name when he looked at his ramen bowl, and saw that spiral thingy. It's fish roll, used like topping for ramen. Since naruto means spiral, is also the name for that fish roll. Then he used it for his character, and later Minato named his son after this character, in hopes Naruto would be just like him.

In Japanese the word Naruto has two meanings it could either mean fishcake which is a traditional ramen topping in Japan or it could mean malestorm. the name was given to him because Minato and Kushina were reading Jiraiya's book the tale of the gutsy shinobi and thought the main character(whose name was Naruto) was heroic and determined traits they aspired for their son to have. additionally Jiraiya thought of this name when he was eating ramen with a fishcake topping.
