I'm guessing you're talking about sannin. Anyway it's not even a official rank. It was a name given to Jiraiya, Orochimaru, and Tsunade by Hanzo for surviving against him.

I beg to differ, I am pretty sure it isnt just Hanzo that can give the title. Yes they were the first but more people know of the 'rank' now. Where does it say that a different leader of a different village cannot give it out?

Sannin is not a rank, it's a title. So if someone decides to call him that, sure, he can be a sannin.

And technically, "sannin" means "three ninja", so he and his teammates could be the Sannin.

Sannin is not a ranking.It's a titled given to Tsunade, Jiraiya, and Orochimaru by Hanzo The Salamander.

Sanin was a title bestowed upon them during their battle with Hanzo I think? They were given it because they did good and were considered being of hokage level so to answer your question to be at a sannin level you just have to be strong enough to become a Kage

Why give him a knock off title anyway? "Naruto" can have his own title- he is a toad sage and a Jinchuriki and probably going to be the one to to change the shinobi world.
