anyway, well he can prepare the attack by using a fire jutsu on the air before the fight starts, lots of them so he can get more lighting from the atmosphere and use the attack at least 2 more times(?)

Kirin is classed as a last resort jutsu, because in order for the jutsu to work storm clouds must be present, or created which takes time, sadly the weakness is with the jutsu it's self, a one shot tec as the storm clouds disburse after use.

If you meant Kiri, he seems to need perfect conditions with a storm cloud, and he uses his chider to summon the lightning that is already there. I dont think he can use it a lot, unless there is a natural storm there with a lot of energy.
