What does it mean to have the universal comprehension of all things

In the wikia and also the databook, Naruto's rikudou mode is said to give him the ability to grasp chakra natures and the universal comprehension of all things. What does this mean? Does he know every jutsu and how to counter it? Is he omniscient? What exactly does it mean?

He knows everything in the universe. I think he has to go into RSM and "look" for the information. He won't automatically know everything unless he taps into his ability. Kinda like Aang the avatar choosing an avaatar to get information from.

I choose to believe in it. Databook stated temari can blow away the universe, that was obviously an exaggeration. And it also said Sasuke had god like speed, which was far from the truth (he was slower than KCM Naruto).
But some things can be taken as truth, naruto has all knowledge and madara is the second sage of the six paths (stronger than hagoromo) madara> naruto and sasuke
