It still means something to use as feed, but in a figurative sense.
Dictionary.com has these alternate meanings:

people considered as readily available and of little value: cannon fodder.

raw material: fodder for a comedian's routine.

Raw material, as for artistic creation.

A consumable, often inferior item or resource that is in demand and usually abundant supply: romantic novels intended as fodder for the pulp fiction market.
