OT: Either he means that the age of the shinobi is over because tech is taking over or because all shinobis are dead.
I would lean towards the former, the latter implies all ninja have been wiped out Sarada, Mitsuki to name a few. I believe that the words of Kawaki imply that the war against the ninja is beginning and he is the one who will start it as well as end it.
