possibilities -
1)
as a big brother, sabo (exactly like ace) who won't let black beard go after luffy...intentionally let burges came along..
so, he can deal with all of them...

did you saw, how dragon said...we might need their strength...means, he already knows...who is currently spying on them...sobo must have mentioned this during there discussion.

its like taking down luffy's and sabo's common enemy...and as you may have noticed..black beard already after revolutionaries...finding there base...taking BB down also affect strength of WG.

2) the person SH saw is Sanji...
why? maybe he already sensed Luffy and group coming and he can use moon walk too.
so, he might want to help other get up there.

there were two branches of D family.

1) believe in justice
2) only willing to rule like CD.

BB from 2nd Branch...
means, natural enemy of 1st branch which is dragon.

as we know so far,

1st branch lineage : Monkey, gol, Jaguar and many other
example - garp, roger, dragon, luffy, saul, ace...
2nd branch lineage : jaguar and many other
