If an edo can be made differently to the original person, so as to make them stronger, then it can also be made otherwise. And maybe that's the reason why the third defeated both first and second edo. I mean maybe orochimaru is more precautious than kabuto that he made hashi and tobimara weaker than their true selves. Just in case they can break the contract seal. Also, orochimaru probably knows more about the risks of edo tensei.

This is not an anti "hiruzen god of shinobi" thread. Just stating a theory.

I don't know if that was the reason but the two hokages brought by oro were weaker than their original selves. either what you said, or oro's ET being incomplete or perhaps it's because oro completely turned them into puppets.
