I dont know about them being rivals but Fugaku was strong not as strong as Minato but he was the leader of the Uchiha police force so he had to be somewhat powerful.

Well he did let Itachi give him the final blow but Itachi had to do something to get his parents down on their knees. I understand they are father and son but for someone planning to lead a revolution against the Leaf you'd think he's at least put up a fight to restrain Itachi at least.

for one, Uchiha Kagami wasn't truly a Ninja of Note other than the fact that he lived during the time of the 2nd Hokage time and was part of the same team as 3rd Hokage and other Elders of the Village. As Far as White Fang, He would have presented both a good challenge for the ninjas and also a good stragtic move against Kakashi possibly causing grief to him psychology (i.e. Sai vs his brother)...
