The Kage generation seem to get weaker every year. Though in times of peace...they really don't have the opportunity to practice as much as the prior generation. In a way or another it is symbolic. They are very weak, because they don't need to fight anymore.

Naruto and Sasuke on the other hand....pack a serious punch.

Every single member of team 7 can beat the other kages. Yes. That includes queen sakura. The other villages should just pack their things and come make one super village where the hokage rules all. Cuz their kages don't rank for shiit.
