Let's see. Neji has an arsenal of mid to close range attacks, mostly close. Shino's bugs...yeah that's a good claim. If the bugs eat chakra, I'm pretty sure they could eat holes through Neji's Rotation. Neji would have a difficult time getting close. Naruto's mainstream jutsu wouldn't really do much good, as Neji is extremely evasive. Neji's style is multidimensional so he can get around or under Naruto's projectile jutsu's and through to him for a close range assault. Sasuke's defensive Flame Control is a pretty good defense to counter Neji's offense, I don't think his Genjutsu would do much good considering Neji's ability to control his chakra flow through and out his body. Susano'o is a good match up considering its defensive nature and ability to produce several multidimensional projectile and close attacks.

While not the most powerful out there. I believe Sage-Mode enhanced Rasenshuriken is one of the most devastating Jutsu in existence. The explosion of cutting wind and chakra is so powerful it can literally vaporize a body as seen by what it done to a few of Pein's bodies. Not to mention the collatoral damage with the fact that it can create craters that are easily larger than 30 feet deep.

But even then, if say someone managed to block it. They still wouldn't get away unscathed because it can also attack the chakra network.

We saw that it even shredded the third Raikage's 'ultimate shield', and with the injuries we saw on him he would have definitely have atleast been near death and have lost the ability to use chakra if he was actually alive.

Nobody can take a Rasenshuriken on without some kind of counter, e.g Shinra Tensei. Even (alive)Madara and Obito would be killed off if they were actually hit by the attack.

Against Hidan? He can not actually die; but anything that would render him immobile would counter him.
Such as superior strength to rip off limbs, or good kenjutsu/weapon usage skills; those would work better combined with speed.
Shikamaru's plan in the end made him immobile, that's why he could not done more.
